The Harrisburg Capital Beltway, encircling Pennsylvania’s state capital, is a crucial part of the region’s economy and a vital hub in the northeastern U.S. transportation network. This includes sections of Interstate 81 (I-81), Interstate 83 (I-83), and Route 581. Today, we focus on the I-83 segment, which extends from its junction with I-81 northeast of Harrisburg to its interchange with Route 581 south of Harrisburg.

Key Issues Addressed by the I-83 Capital Beltway Project:

  1. Deteriorating Road Conditions: Much of the I-83 pavement is over 50 years old, requiring frequent repairs that are no longer sufficient as the underlying base continues to age.
  1. High Traffic Volumes and Congestion: Current and projected traffic exceeds the roadway’s capacity, leading to significant congestion.
  1. Safety Concerns: Designed over 50 years ago, the roadway lacks modern safety features necessary for today’s high-speed traffic.

Current Developments:

  • I-83 East Shore Section 2 (ESS2): The Federal Highway Administration (FHWA) has approved the Re-Evaluation Environmental Assessment (EA) for this project. For more details, visit the I-83 East Shore Section 2 project page.
